Winrock International is a nonprofit organization that works with people in the United States and throughout the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock strengthens the capacity of women, children, youth, and civil society organizations to actively participate in local and national development and to transform their societies.

Winrock has been operating in Rwanda since 2009, and has successfully implemented two projects: Rwanda Education Alternatives for Children (REACH) in seven districts and Rwanda Integrated Water Security Program (RIWSP). Since 2013, under the Memorandum of Understanding with the Ministry of Public Service and Labor, Winrock has been implementing Rwanda Education Alternatives for Children in Tea-growing Areas (REACH-T), a four-year project funded by the United States Department of Labor (USDOL) that will significantly reduce child labor in tea-growing areas. REACH-T provides children and youth with formal and non-formal educational opportunities and has established a Child Labor Monitoring System (CLMS) that will be used by the Government of Rwanda to track child labor in real time and promote enhanced labor law enforcement.
