VSO strategically aligns its programmes in Education, Social Inclusion and Livelihoods with the sector priorities for the Ministry of Education and Ministry of Local Government in Rwanda. VSO started working in Rwanda in 1998. The vision of VSO is a Rwanda without poverty. The aim of our education programme is to support the Government of Rwanda to improve the quality of education for all children in primary schools and nine-year basic education in target districts. VSO promotes inclusion across all interventions especially supporting people with disabilities to know their rights; build their capabilities to advocate for access to quality services; better representation of their members strengthening their collaboration in forming cooperatives to improve their livelihoods. VSO uses experienced professionals working as volunteers building capacities of colleagues to bring about sustainable development in education, social inclusion and livelihoods. VSO implements in 15 districts and 13 Teacher training colleges. The volunteers are based within District Education Offices, Teacher Training Colleges with a focus on teacher training on learner centred methods; the development of low-cost, locally available teaching resources; and supporting the improvement of education leadership at district, sector and school level.

VSO engages in advocacy at a national level, working with the Ministry, with international donors, and with local and international NGOs to support quality education, including issues around literacy and numeracy, gender equality in education, and teacher development and motivation.
