Concern Worldwide Rwanda (CWR) is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty. Founded in 1968, Concern is currently operating in 25 countries. Concern Worldwide started operations in Rwanda in August 1994 after the Genocide.
CWR works with communities and other stakeholders to strengthen the productive capacity of the resource-poor through investment in human and physical assets. Additionally, CWR works to increase resilience, reduce vulnerability and promote equality.
From 2011, CWR has been implementing the Literacy, Language and Learning Initiative (L3) to improve literacy among early grade learners. The programme provides a training package to enhance community involvement in the delivery of quality education and literacy; promotes a culture of reading and equity in education within the community; and is supporting national scale up of effective community mechanisms which support teachersâ€™ motivation and literacy.
CWR started the L3 initiative in Bugesera District in 2012 and in its scale â€“up, it has now moved to the Districts of Gasabo, Rulindo, Karongi, and Huye. By 2016, CWR will have covered all 2,741 primary schools countrywide.
CWR implements the programme in consortium with the Education Development Centre (EDC), International Education Exchange (IEE) and Volunteer Services Overseas (VSO). Parent-Teacher Committees (PTCs) are core partners in achieving programme objectives through home grown innovations that involve the parents, children and the community. The Ministry of Education recognizes PTCs as one of the important mechanisms for the delivery of quality education.
